No turn on DEI?

What does DEI have to do with no turn on red? I can’t figure it out. If someone can enlighten me please do. Meanwhile traffic in downtown is a nightmare. This is not the time to try and slow us down and make us go crazy. We are already dealing with a dying dollar - the root cause of loosing our minds.
